CVSA Prepares for December 2017 ELD Implementation

CVSA Commits to Phased-In ELD Enforcement Process

The Commercial Vehicle Safety Alliance (CVSA) will begin enforcing the electronic logging device (ELD) mandate requirements on Dec. 18, 2017. The out-of-service criteria (OOSC) associated with the ELD mandate will go into effect on April 1, 2018.

The Federal Motor Carrier Safety Administration’s (FMCSA) congressionally mandated ELD compliance deadline is still set for Dec. 18, 2017. On that date, inspectors and roadside enforcement personnel will begin documenting violations on roadside inspection reports and, at the jurisdiction’s discretion, will issue citations to commercial motor vehicle drivers operating vehicles without a compliant ELD. Beginning April 1, 2018, inspectors will start placing commercial motor vehicle drivers out of service if their vehicle is not equipped with the required device. Please note, a motor carrier may continue to use a grandfathered automatic onboard recording device (AOBRD) no later than Dec. 16, 2019. The AOBRD must meet the requirements of 49 C.F.R. 395.15.

This announcement does not impact enforcement of the OOSC for other hours-of-service violations.

CVSA supports moving forward with the compliance date as specified in the rule. However, setting an April 1, 2018, effective date for applying the ELD OOSC will provide the motor carrier industry, shippers and the roadside enforcement community with time to adjust to the new requirement before vehicles are placed out of service for ELD violations.

CVSA member jurisdictions have used this phased-in approach in the past when implementing a significant change in regulatory requirements. The CVSA Board of Directors, in consultation with FMCSA and the motor carrier industry, agreed that the phased-in approach to implementation of the ELD requirements outlined in the North American Standard Out-of-Service Criteria will help promote a smoother transition to the new ELD requirement.

Mitsubishi Fuso Announces New Truck Lease or Purchase Program

Logan Township, NJ — Mitsubishi Fuso Truck of America, Inc. (FUSO) has announced it is partnering with Morgan Corporation and Daimler Truck Financial to offer special lease and purchase programs for its 2017 FUSO FE160 Class 4 medium-duty cabover truck with a 151″ wheelbase and 16′ Morgan aluminum dry van body.

Dubbed the FUSOComplete Program, it offers customers a FUSO FE160 Series truck with 15,995-lb. GVWR and 10,490-lb. estimated body/payload, through either a 36- or 48-month lease, or a direct, no-down-payment purchase with very attractive 36- or 48-month financing terms.

“This new FUSOComplete Program gives our customers an opportunity to purchase a truck in the most popular configuration we offer, with minimum hassle and at a very attractive cost,” says Bill Lyons, FUSO’s vice president, sales operations. “We’re really happy that both Daimler Truck Financial and Morgan Corporation are partnering with us to provide such value to our customers.”

The Morgan body included as part of the FUSOComplete Program has hardwood floors, a roll-up rear door, an aluminum roof and a dome light. Body-selection options include 85″ or 91″ inside-height, plywood or slat lining, one or two rows of recessed e-track, and a Maxon TE-20 or Waltco CW20 liftgate.

The lease payments, for those who qualify, are $658/month for 36 months or $614/month for 48 months. Monthly loan payments for the $0-down purchase program are $687/month for 36 months or $643/month for 48 months. Purchase is a balloon type: At the end of the loan, the purchaser may opt to pay or finance the balloon amount, or simply return the truck. Hino Celebrates 10 Year Anniversary in West Virginia Facility

The Hino Motors Manufacturing Facility in Williamstown, West Virginia, Celebrated 10 Years of Medium Duty Truck Production.
August 9th, 2017 – Novi, Michigan

Hino Motors Manufacturing facility in Williamstown, West Virginia celebrated 10 years of Medium Duty truck production. This 245,000 sq. ft. location produces Hino’s award winning Class 6 & 7 Conventional body style trucks. The West Virginia plant has seen exponential growth over its decade of production, facilitating the country’s fastest growing Medium Duty Truck. “I want to thank all of the Team Members at the West Virginia facility. They are the heart and soul of our company. Without their commitment to quality, Hino Trucks would not be the premium brand name it is today. I would also like to thank the State of West Virginia, Wood County and the city of Williamstown for their tremendous partnership over the past 10 years.” said Yoshinori Noguchi, Chairman of Hino Motors Manufacturing and President & CEO of Hino Motor Sales.

This anniversary is a substantial milestone when considering the growth that Hino has experienced since 2007. Production per year has increased by more than 500% and the production facility has been expanded and capacities enhanced. Steve Stalnaker, Vice President & Plant Manager Williamstown said, “Our success has allowed us to invest in our capabilities to better service our customers as well as support the local job market. Since opening in 2007, the employment at our Williamstown facility has increased by over 400%.”

As part of the 10 year celebration, Hino held an onsite ceremony to honor this achievement. The ceremony included statements from state and local government officials as well as Hino leadership.
